SOS International LLC Program Logistics and Facilities Manager in Beaumont, Texas

Overview

SOSi is seeking a Program Logistics and Facilities Manager to support multiple, dynamic, and varied existing programs and new business opportunities within our Civil Solutions business unit. This position reports directly to the business unit Vice President and is a senior leader within the team. This position also works closely with the Vice President of Business Development and the Capture Director supporting Civil Solutions, as well as other senior leaders and managers across the business unit. Primary roles for the Program Logistics and Facilities Manager include:

  • Perform new business activities (e.g., thought leadership, customer engagement, business development, solutions development, and proposal development) in the Facilities Maintenance & Management Services (FMS) and Emergency Response & Recovery (ERR) services lines and Humanitarian Assistance (HA) and Human Services (HS) operational ares to help grow the overall business and improve market position and posture across the competitive landscape.

  • Provide subject matter expertise and direct support to senior leaders and program managers in the business unit to assist them in operational, financial, and administrative performance to meet external and internal stakeholder requirements and expectations.

  • Lead ERR, HA, and HS logistics and FMS solutions design, development, deployment, sustainment, optimization, and innovation to fulfill specific customer requirements for existing and new business.

  • Assist with building and deploying foundational FMS capabilities that can be utilized to augment, enhance, and/or automate operational processes across the enterprise.

Essential Job Duties

  • Identifies new business opportunities and performs business development activities including the writing, preparation, and review of management, technical and cost proposals.

  • Provides support to other Practice Area Leads and Program Managers on matters related to the operation, management, and business development of their programs.

  • Organizes, directs, and controls operational and administrative staff activities to meet client (external and internal), contract, and designated Program Management Office (PMO) requirements.

  • Manages and is responsible for the success of one or more logistics services (with a focus on FMS and ERR) capabilities and solutions programs, projects, and/or initiatives.

  • Assists with preparation and negotiation of subcontractor agreements and proposals.

  • Develops, reviews, coordinates, and resolves problems related to contractual, operational, and administrative requirements for assigned programs, projects, solutions, and initiatives.

  • Assures quality of capabilities and solutions (e.g., products, services) and deliverables, including participating in reviews, audits, and site visits; relevant capabilities include:

  • Logistics and Facilities Management – to include new contract / program start-up

  • Supply, Distribution, Inventory Control, Warehousing, Facilities, Transportation, Medical, Personnel, and/or Contract Administration

  • Others as identified to support organizational, operational, and business objectives

  • Reviews and verifies data in monthly status reports including work completed, deliverable schedules, funding balances, and problems resolved.

  • Ensures compliance with relevant corporate and government policies.

  • Participates in special projects (e.g., ISO 9001 and CMMI certifications, workforce development planning, etc.) as required.

Minimum Requirements

  • Bachelor’s degree in business administration, logistics management, or related fields.

  • Lean Six Sigma or similar continuous process improvement methodologies.

  • Eight or more years of managerial experience, with progressively challenging and increased responsibilities across scope and scale of duties

  • Portfolio, Program, and/or Operations Management experience in the facilities management and maintenance services, multi-functional logistics, and/or emergency response and recovery domains supporting complex resource and fulfillment operations involving dynamic work requirements.

  • Five or more years of experience in new business development, growth, and market development.

  • Must have strong research, writing, and briefing skills.

  • Setting organizational goals, managing budgets, establishing protocols and guidelines, liaising with external and internal parties, and developing strategies to optimize operations.

  • Direct experience working at shelters, residential care, or other administrative support facilities with responsibility for monitoring the daily operations.

  • Broad and deep experience leading interdisciplinary project teams across the capability development and business life cycles.

  • Expert knowledge of the application of the full spectrum of logistics and operations support services in a competitive and diverse environment.

  • Experience driving process and technological advancements to gain efficiency in the management of programs, projects, solutions, and initiatives.

  • Project and Program Manager experience

  • Logistics (including Supply, Distribution, Inventory Control, Warehousing, Facilities, Transportation, Medical, Personnel, and/or Contract Administration) experience – operations, sustainment, and administration to include experience with supporting technologies and workflows

  • Operations and/or Property Management

  • Start-up and Sustainment within Crisis Response, Contingency, and Steady State operations

Preferred Qualifications

  • PMP or PgMP certification strongly preferred, but not required.

  • Federal Grants and Contracts

  • Spanish-English bilingual

  • Nonprofit and Not for Profit Organizational Structure, Operations, and Communications
