SOS International LLC Utilities Manager (OCONUS) in Baghdad, Iraq, Iraq

This position is contingent upon a contract award

SOSi is seeking a Utilities Manager to support a large Base Operations Support (BOS) program providing operations & maintenance (O&M) support services to our U.S. government customer in Iraq. This position is responsible for oversight and management of power generation (spot and prime), fuel storage and distribution systems, water (ROWPU) and wastewater treatment systems. The duties and responsibilities listed are representative of the nature and level of work assigned and are not necessarily all inclusive.

Essential Job Duties

  • Responsible for maintaining a safe workplace and ensuring safety is the highest priority in the workplace.

  • Comply with all Environmental & Safety and Quality Assurance requirements and goals.

  • Provide information and materials to these divisions as necessary to ensure adequate and legal documentation.

  • Determine schedules, sequences and assignments for work activities, based on work priority, type of utility services and skill of personnel.

  • Monitor work locations in order to detect unsafe work conditions and implement process improvements.

  • Monitor employee work levels and review work performance in terms of quality, productivity and customer satisfaction; mentor employees; and train local nationals.

  • Participate in budget preparation and administration, coordinating purchasing and documentation, and monitoring departmental expenditures.

  • Interpret work orders and associated specifications, operating manuals/procedures and technical publications in order to properly schedule work and provide advice to workers.

  • Conduct or arrange for worker training in utilities operational procedures; repair and maintenance techniques; and equipment use.

Minimum Requirements

  • Active in Scope Secret security clearance.

  • Bachelor's Degree from an accredited U.S. college or university in Electrical Engineering, or equivalent experience combined with relevant professional certifications.

  • Five (5) years of experience managing operation and maintenance in one or more of the following disciplines: water purification systems; wastewater treatment; water distribution; electrical distribution; power plant.

  • Three (3) to five (5) years of experience managing more than one functional area in similar environments.

  • Valid driver's license from home of record.

  • Experience with Reliability Centered Maintenance (RCM).

  • Experience operating and maintaining bulk and retail fuel storage and distribution systems.

  • Ability to write manuals and SOPs. Ability to train others in relevant fields.

  • Skilled in preparing, developing, analyzing and interpreting budgets.

  • Ability to define problems, collect and analyze data, establish facts, and propose solutions.

  • Ability to exercise sound judgment and make decisions independently.

  • Ability to read, analyze and interpret policies, procedures and technical documentation.

  • Knowledge of principles involved in strategic planning, resource allocation, human resources, leadership, service delivery methods and coordination of people and resources.

  • Ability to work in a fast-paced environment that requires handling multiple tasks at a given time and rapidly adapting to changing priorities and schedules.

  • Excellent organizational and time management skills.

  • Expert communication skills to facilitate and disseminate information.

Preferred Qualifications

  • Experience training local nationals in operations and maintenance of similar equipment.

  • Experience working on comparable overseas USG contracts in austere, remote environments such as Polar Services, LOGCAP, AFCAP or USG FMS programs.

  • Cross-cultural sensitivity with an international perspective.

  • Fluency in a foreign language is desired, but not required.

Work Environment

  • Willingness to live and work under environmental and other conditions that may be uncomfortable or hazardous at times.

  • Personnel should be aware of moving on short notice and under adverse conditions.

  • Requires periods of non-traditional working hours including consecutive nights or weekends when necessary.

  • Fast paced, deadline-oriented environment.
